Control Panel Will Not Open

Q. When I try to open control panel, it either does not appear or does appear and I cannot open it. How do I fix this problem?

1-Click on Start button

2-Click on Run Type regedit
3-Open key: HKEY_CURRENT_USER\Software\Microsoft\Windows\
CurrentVersion\Policies\Explorer and Delete NoControlPanel and NoRestriction.
4-Reboot
